Bottle not full

Hi, the bottle of Sunumbra sod 30 + I ordered came 3/4 full. Is that normal?

 Tubes not full to the top

The tubes of sunscreen are never filled right to the very top as this interferes with the effective sealing of the tube. About 3/4 full seems quite normal.
